On May 21, the People's Government of Tongzhou District of Beijing issued the Notice on Renting Talented Apartments in Tongzhou District in 2019. The qualified winners of Nobel Prize, Turing Prize, Fields Prize, Academician of Chinese Academy of Sciences and Academician of Chinese Academy of Engineering, and the first-level winners of the National Highest Science and Technology Prize can rent a set of talents housing of less than 100 square meters free of charge in Tongzhou. If rent subsidy is chosen, the average rent around public rental housing in Tongzhou District in 2019 is 26.8 yuan per square meter. The first-level talents can rent any apartment in Tongzhou, and the monthly rent can be subsidized by 2144 yuan.


The Notice clarifies the application conditions and the form of rent allocation for qualified personnel. Personnel apartment is a family unit, which is applied for by talents. Each family can only rent a talent apartment.


According to the circular, talents must comply with the "Tongzhou District High-level Talents Recognition Standard" and pay social security for the first time after June 2017. Applicants should apply within 2 years from the date of the first payment of social insurance in Tongzhou District. At the same time, talented people go to Tongzhou District to start a business or sign labor contracts with employers in Tongzhou District for more than three years according to law. The applicant and his family members have no housing in Tongzhou District.




According to the "Recognition Criteria" in the annex, the high-level talents in Tongzhou District are divided into six levels. The first level is Nobel Prize, Turing Prize, Fields Prize, Academician of Chinese Academy of Sciences, Academician of Chinese Academy of Engineering, Academician of National Supreme Science and Technology Prize, Academician of Sciences and Academician of Engineering of developed countries such as the United States, Britain, Canada and Australia, and other talents equivalent to the above level.


The second level includes the top talent and innovation team project of the "Thousand People Plan" of the central government, the long-term project of innovative talents, the long-term project of entrepreneurship talents, and the candidates for high-level foreign experts projects.


The third level includes the short-term Innovative Talents Project of the "Thousand People Program" of the central government, and the candidates for the project of the "Thousand People Program for Youth".


The fourth level includes personnel enjoying special allowances from the State Council; candidates from local departments of national millions of talents projects; young and middle-aged experts with outstanding contributions at the provincial (ministerial) level; outstanding experts at or above the provincial level; and national technical experts.


The fifth level includes the first-class winners of the provincial (ministerial) science and technology awards, and the qualified personnel with senior professional and technical posts.


The sixth level includes the first person to complete the second prize of the provincial and ministerial science and technology award; the provincial and ministerial special-level teachers and subject leaders; the provincial technical experts and senior technicians; the doctor; the personnel with special professional skills and outstanding performance, etc.


Rent allocation can be divided into two types: rent allocation and rent subsidy. Talents at the first to fourth levels can choose preferential rent allocation or rent subsidy according to their needs.


For those who choose to rent their houses, the resources allocated in the Notice are all the remaining housing resources of the three projects that have been opened before. The optional building area is divided into 40 square meters, 50 square meters and 85 square meters. The rents are 26.8 yuan/square meters, 17.6 yuan/square meters and 22.5 yuan/square meters per month, respectively.


Rent concessions of up to 100 square metres, 80 square metres, 70 square metres, 60 square metres, 50 square metres and 40 square metres are given to the first to sixth level talents. The remaining leased area other than the reduction or exemption part shall be charged according to the rental standard of public rental housing in the same area.


Talents at the first to fourth levels can also choose the way of rent subsidy, giving rent subsidy of up to 100 square meters, 80 square meters, 70 square meters and 60 square meters. Rent subsidy is paid monthly. The standard is calculated according to the average rent standard of the surrounding market of Tongzhou public rental housing project (average in 2019 is 26.8 yuan/square meter/month)*subsidy area *80%.


Previously, Haidian District of Beijing issued the policy of optimizing the guarantee and management of public rental housing for talents in Haidian District on May 19. Employees of high-tech enterprises, key enterprises, key import enterprises, new research and development institutions, third-party service institutions, enterprises, institutions and social organizations with the nature of public management services are included in the scope of public rental housing security. Applicants no longer need to have Beijing residence registration. They only need to apply to work in Haidian District three months before the same month and pay social security continuously.
